A Nashport man and convicted sex offender appeared in court Wednesday for failure to register his address change with the Muskingum County Sheriff’s Office.

Kenneth Pepper, 57, was allegedly living with his fiance for multiple months when he was discovered not residing at the address he had on file, as required by law.

Pepper’s attorney, Terry Rugg, ask for a reduced bond citing the fact that his client had a high school diploma and had spent 10-years in the United States Navy.

According to Assistant Prosecuting Attorney John Litle, Pepper is on the registry for a 1999 conviction in which he was charged with sexual battery.

Litle also explained that Pepper had previously failed to register twice before.

Court records show that he failed to register in both 2013 and 2016.

Ultimately, Judge Kelly Cottrill denied Pepper’s motion for a reduced bond.

He is currently being held in the Muskingum County Jail on a $100,000 dollar cash, property or surety bond.
