Sex offender with history of failing to register wanted on same charge once more

A warrant has been issued for a sex offender who has failed to register with local law enforcement.
John Tullius, 38, was charged with rape and later convicted of gross sexual imposition in Muskingum County in 2012.
In 2016, he was sent back to prison for a year for failing to register as a sex offender.
Then in 2018, Tullius was convicted of the same crime and sentenced to 18 months in prison.
The Muskingum County Sheriff’s Office is once again searching for Tullius for the same charge.
According to the sheriff’s office, Tullius also goes by the alias ‘Frank Carcaterra.’
His last known address was at 9225 Lentz Rd. in Frazeysburg.
Tullius is described to be five feet and nine inches tall and weighs 190 pounds.
He has brown eyes and brown hair.
