Cell phone found in car after man evaded police leads to additional criminal charges
Clapper took a small vacation from prison to return to the Muskingum County Jail to be sentenced for a second time this year.

The man at the center of a police pass-around added an additional sentence onto his already imposed prison time Monday morning.
William Clapper, 33, was sentenced to six months in prison in August due to a fifth-degree felony escape charge. Prior to his sentencing in that case, police were keeping their eyes out for Clapper as the man was driving a vehicle with plates that did not belong on his car.
According to Assistant Prosecuting Attorney John Litle, a pass-around note was handed out at the Zanesville Police Department in May stating that Clapper was driving a Ford Focus station wagon with plates that did not match the vehicle.
A patrolman with ZPD later spotted the car and Clapper led that officer on a vehicle chase until he eventually evaded police. Due to the danger of the pursuit, the officer had to call off the chase.
The car was located a bit later, still running, but Clapper was not in it. Officers obtained a search warrant for a cellphone that was found inside the car.
Upon reviewing the cell phone contents, a video was found of Clapper with an unidentified woman. In the video, the two can be seen with a handgun, Litle said in court.
Clapper handed the handgun to the woman and told her not to put her finger on the trigger or it would go off. He added that since the woman was holding it, if Clapper used the gun to commit a crime the woman’s fingerprints would be on it.
Due to previous felony convictions, Clapper was not able by law to possess a gun.
Monday morning, Clapper pleaded guilty to two third-degree felony counts of having a weapon under disability.
The judge followed the joint recommendation between Clapper’s attorney and the State and sentenced Clapper to nine months in prison. The nine-month sentence will be served consecutively to Clapper’s sentenced imposed in August.
